The public book must begin at zero. No donation, recipient or result may be invented to make the kingdom look successful.

The next decision is deliberately unfinished.

Before accepting money, the Council must publish how the first person or group will be selected, how need will be verified, and how privacy will be protected.

That decision will receive a number and remain here, including any later correction.
